Is marrying an immigrant just to get her citizenship illegal?

My family's from Vietnam, but my parents and brothers, including myself, are all U.S. citizens. My mother wants me to 'marry' my cousin in Vietnam so that she could also be a citizen. She said all we need to do is put on paper that we're married, wait a few years for the process to be complete, and then divorce.

Is this illegal? And if not, would the marriage and divorce be on my records?

It's not only illegal, it's also stupid. You will have to sign an affidavit of support, which means that your "wife" will not become dependent on the government, but that you pay any bills which result if she becomes sick or out of work for the next 10 years. Do you really want to do this? You also have to stay married for at least 2 years, 3 if she wants to get citizenship as soon as possible (which would let you off the hook in regard of support). What if you meet somebody during that time that you really want to marry?
You also will have to go with your wife to an interview for USCIS to figure out whether you really are married, if you don't live together, they will notice. It's not that easy to lie. You probably could pull it off if you put really a lot of time and effort into that, but it won't be easy. If they do get suspicious, they will take you in two different rooms to ask you questions and compare the answers.
In addition, for her to get a fiance visa, to come and get married to you, you will have to show proof of the relationship and that you actually met.

The fine for marriage fraud is up to 5 years in prison and $250,000.
And of course your marriage and divorce would be on record. Then there would be the question what she would get from you in the divorce agreement...
