Divorce Civil Law

Anyone out there that can answer a question that kinda has to do with Custody law and civil law?
My boyfriend is Divorced and has full custody of his son. While on a visit at his mother's house he was outside playing, throwing rocks at a tree, and accidentally broke a neighbor's car window. Is mom responsible to pay since he was under her supervision on a court ordered visit ( he gave her visitation in the divorce ), or is dad responsible because he has full custody?
Legally, neither may be responsible, depending on the laws of your state. The owner of the car -- if it has comprehensive insurance -- may have an insurance claim. Many states require no deductible on glass. Ethically, and possibly, legally, the supervising parent is responsible. In this case, mom was the supervising parent. She may have coverage under her homeowner's policy.
